Yeah i ll show U, how to create local repository from iso file, simply.
If you do not have ubuntu-9.10-repository you can download the files by this link:
http://kambing.ui.ac.id/pub/ubuntu-repository/9.10/
Now, following these steps :
1.
sudo mkdir /mnt/repo1
sudo mkdir /mnt/repo2
sudo mkdir /mnt/repo3
sudo mkdir /mnt/repo4
sudo mkdir /mnt/repo5
sudo mkdir /mnt/repo6
sudo mkdir /mnt/repo7
2.
sudo gedit /etc/fstabadd the scripts below :
#Repository
/media/data1/repo/repo1-ubuntu.iso /mnt/repo1 iso9660 loop,defaults 0 0
/media/data1/repo/repo2-ubuntu.iso /mnt/repo2 iso9660 loop,defaults 0 0
/media/data1/repo/repo3-ubuntu.iso /mnt/repo3 iso9660 loop,defaults 0 0
/media/data1/repo/repo4-ubuntu.iso /mnt/repo4 iso9660 loop,defaults 0 0
/media/data1/repo/repo5-ubuntu.iso /mnt/repo5 iso9660 loop,defaults 0 0
/media/data1/repo/repo6-ubuntu.iso /mnt/repo6 iso9660 loop,defaults 0 0
/media/data1/repo/repo7-ubuntu.iso /mnt/repo7 iso9660 loop,defaults 0 0

sudo gedit /etc/apt/source.listadd the scripts below :

deb file:"/mnt/repo1/" karmic main
deb file:"/mnt/repo2/" karmic main multiverse restricted
deb file:"/mnt/repo3/" karmic multiverse universe
deb file:"/mnt/repo4/" karmic universe
deb file:"/mnt/repo5/" karmic universe

deb file:"/mnt/repo7/" karmic universe

sudo apt-get updateDone! Now you can check your local repository.
